When do males fully mature??

i just turned 21 in march 0f 08' im 5'6 kinda scrawny and not very hairy..i can barely grow a mustache an didnt get the 20+ hairs on my chin until about 6-7 months ago...i guess my question is am i done pretty much maturing or am i still a late bloomer? and when do males actually stop growing/maturing?
