2000 pontiac sunfire coolant system problems?

I have put dex-cool coolant in my car and while its running the coolant comes out. I have noticed my fan never turns on and when i refill the tank, the coolant never circulates. I have just changed the thermostat and its still doing the same thing. I need some help pronto.
