Is it Illegal to discuss a co-workers/employees pay?

I was having a conversation with a co-worker and our foreman about a job we re working on, when all of a sudden theforemann just blurted out my pay and what I would be making if I got the raise I wanted. Is this illegal or is he free to discuss this information around others?
