My sister is asking our neighbor to SERVE paperwork to someone. A cop is saying that my sis needs 2B present?

I bet that what your sister needs to have served is a temporary restraining order and summons to appear at a hearing to determine whether a permanent restraining order will be issued. The only people who CANNOT serve a summons are the parties to the case--in other words, not only does your sister not need to be there, she CANNOT be the person who serves the doent. I agree with the other poster that the best way to handle this is to pay the Sheriff to serve it. It will cost a few bucks, but you don't want to get your neighbors involved in this kind of dispute.
