A question in non-American, non-European hoops.?

On the world stage the Puerto Ricans have already proven themselves able to compete on an international level and these are not naturalized Americans, but Puerto Rican players. Mexico, the Philippines and Cuba have yet to produce any significant results in international competition. In fact, Cuba is not even ranked as they have earned no points.
